The Quantity Theory of Money and the Credit Creation have been major streams in study quantity money. Nowadays, monetary theory is dominated by because Monetarist School Rational Expectation are both advocates Money, which has resulted a sharp decrease scholars studying Creation. Nevertheless, two theories will ultimately converge. Given that reason, we propose new theory—Dynamic this paper, unification can be achieved. Based on Dynamic further put forward Operation Cycle, Monetary Compensation Investment targeting economic crises, expound why Quantitative Easing policy fails does not cause inflation short term under premise these theories, demonstrate necessity fiscal investment for rescuing crisis from perspective
